Public Lighting Design (PLD) was engaged by Volta Advisory to assist with Council approval for the Springvale Energy Hub’s Battery Energy Storage System (BESS). Council had raised concerns around potential light spill into nearby residential areas, prompting the need for a formal spill light compliance review.

Our Approach

PLD developed a lighting model using the proposed luminaire layout across the Switching Station and BESS area. The assessment was completed in accordance with AS/NZS 4282:2019 – Control of the obtrusive effects of outdoor lighting, with a specific focus on Zone R2 conditions, which apply to residential properties.

Using photometric modelling software, we analysed vertical illuminance at key boundaries surrounding the site. Fixture details were confirmed with the project team, and the final design was updated to remove wall-mounted fittings and include proposed 8.0m pole-mounted luminaires.

Outcomes

The results demonstrated zero light spill to all adjacent residential boundaries, with measured vertical illuminance levels of 0.00 lx, comfortably below the 0.5 lx curfew limit for Zone R2 areas. No mitigation measures were required.

The project was delivered within the client’s tight timeframe, with responsive updates incorporated same-day to support final close-out. PLD’s modelling confirmed full compliance, allowing the project to proceed without delay or costly lighting redesigns.
