Public Lighting Design was engaged by Frankston City Council to deliver lighting and CCTV design services for a new pedestrian and cyclist bridge spanning Kananook Creek. The Seaford Wetlands Bridge improves connectivity between local residential areas and nearby schools, while prioritising minimal environmental impact in this sensitive ecosystem.
Our Approach
The Seaford Wetlands is a known habitat for marine turtles, seabirds, and migratory shorebirds. In response, PLD applied a wildlife-sensitive lighting strategy guided by the National Light Pollution Guidelines for Wildlife, balancing ecological preservation with public safety and amenity.
The project began with a combined desktop and on-site lighting assessment to map infrastructure and determine environmental and regulatory constraints. A lighting model was developed to meet AS/NZS 1158.3.1-2020 (subcategory PP3), ensuring compliant illumination levels for pathway safety.
Discreet, low-glare LED lighting was integrated into the bridge handrails, designed with controlled colour temperature and intensity to minimise wildlife disturbance while maintaining visual continuity with the bridge’s architecture.
In parallel, PLD designed a CCTV system to ensure night-time safety and full-colour footage throughout operational hours. Lighting levels were tested to verify compatibility with selected security camera equipment.
Outcome
The final solution provides a safe and visually attractive bridge crossing, with lighting that supports ecological values and ensures public security. PLD’s integrated lighting and CCTV design helps protect the Seaford Wetlands while enhancing urban connectivity and safety outcomes for the community.
