Public Lighting Design was engaged by Horsham Shire Council to conduct a detailed lighting audit for Firebrace Street and Roberts Avenue in Horsham, focusing on pedestrian safety and compliance with AS/NZS 1158 standards. The assessment aimed to evaluate existing lighting conditions, identify non-compliant areas and provide strategic recommendations to enhance visibility and accessibility.

The audit found that Firebrace Street was largely compliant, with illumination levels meeting AS/NZS 1158.3.1 PP3 standards. However, lighting effectiveness was reduced in certain areas due to environmental factors affecting light distribution. In contrast, Roberts Avenue had more significant deficiencies, particularly at pedestrian pathways and crossings, where lighting levels fell below safety requirements.

To address these issues, Public Lighting Design provided site-specific recommendations tailored to improve lighting uniformity and overall effectiveness. Solutions included optimising pole positioning, upgrading luminaires to higher-output LEDs, and enhancing illumination at pedestrian crossings with Category V luminaires on new poles. These improvements were designed to create a safer, more accessible environment while ensuring long-term compliance with lighting standards.

The final assessment report provided comprehensive compliance findings, GIS-mapped lighting data, and prioritised action plans to assist Horsham Rural City Council in planning future lighting upgrades. These enhancements will help create a well-lit and inviting public space, improving safety and walkability for the community.
