Lighting Audit – Car Parks & Activity Centres

Glen Eira City Council
Caulfield, VIC

Parking Area Lighting Design

Public Lighting Design was engaged by Glen Eira City Council to conduct a comprehensive lighting audit across 67 car parks and 19 activity areas, covering more than 38 square kilometres within the municipality. The project aimed to enhance public safety, improve accessibility, and support long-term lighting upgrades by identifying non-compliant areas and opportunities for improvement.

The assessment identified key locations where lighting levels fell below AS/NZS 1158 standards, particularly in high-traffic public spaces and parking facilities. Through detailed site inspections, lux level measurements, and GIS mapping, the audit highlighted areas where illumination was insufficient, inconsistent, or inefficient, presenting safety risks and opportunities for energy-efficient upgrades.

Based on the findings, Public Lighting Design provided targeted recommendations to improve lighting performance, including upgrading outdated fixtures to LED technology, optimising pole placements, and ensuring uniform light distribution. The final assessment report served as a strategic planning tool for Glen Eira City Council, helping to prioritise future investments, enhance public space safety, and ensure a more energy-efficient and sustainable lighting network for the community.
